Proposed US OPT Fees Could Reshape the Economics of International Degrees
A reported proposal for very large university OPT recommendation fees remains unsettled, but its potential costs have prompted concern.
October 7–10 coverage from The Washington Post and Business Insider described a proposed US policy under which universities could face a $70,000 fee for an initial Optional Practical Training recommendation and $30,000 for a later eligible extension. The coverage says the proposal would materially change the economics of post-study employment pathways. Crucially, the amounts are proposals, not evidence that every applicant currently owes such a fee.
OPT is an employment authorization route connected to F-1 study, whereas STEM OPT provides a qualifying extension under separate conditions. Students should not confuse a school recommendation, a government application fee and an employer's sponsorship obligations. Even if the final rule retained its headline price, who must pay and the conditions for exemptions would have to be read from the adopted text.
Universities with international enrollment, graduate students and companies recruiting graduates could all face changed incentives. But projecting mass departures or a collapse in enrollment before final rules, implementation dates and legal challenges are known would be speculative.
